The French government has decided to support the « OneWater - Water as a Common Good »53 million as part of the « Priority research programmes and equipment Exploratory research »(PEPR Exploratoires) of France 2030. This National Research Programme, whose scientific steering is entrusted to the CNRS, BRGM and INRAE, aims to finance innovative and structuring research for :
- produce the knowledge needed to meet the challenges posed by OneWater,
- remove scientific and technological barriers,
- structuring the national community while transforming it to meet the challenges of water,
- strengthening cross-disciplinary and multi-stakeholder dialogue around shared scientific issues,
- propose solutions that are transformative, concrete and co-constructed for a water management policy capable of meeting the new water-related challenges in mainland and overseas France, and consequently in Europe and the rest of the world.
The programme's calls for projects OneWater - Water as a Common Good include two types of call (Challenges/Inter-Challenges and Wall Free Labs) and are carried out in three waves.
This third Call for Projects aims to :
- Complementing the research carried out in the programme to meet the many water-related challenges, whether scientific, socio-economic or environmental, at the heart of current and future regions,
- Identify the research strengths likely to be mobilised around the scientific issues identified in the six challenges that structure the programme,
- Propose new and original scientific questions to meet the objectives and challenges of OneWater - Water as a Common Good,
- Contribute to the production of knowledge to feed the challenges and inter-challenges in addition to the targeted projects and other projects funded under the programme,
- Encouraging the emergence and creation of new consortia to remove obstacles, propose innovative solutions and support local players in building the resilience needed for water management in France.

The amount of funding requested per project must be between €800,000 and €1,500,000 for a minimum duration of 3 years and a maximum duration of 4 years. Projects must involve a consortium of at least 3 French higher education and/or research establishments or national research bodies, from at least 2 different academic sites. The total budget for this third call of the PEPR OneWater - Water as a Common Good is approximately €10 million.
This third call for projects, Challenges/Inter-Challenges, is open to all researchers from French higher education and/or research establishments wishing to propose contributions to meet the objectives of OneWater - Water as a Common Good. Stakeholders (e.g. local authorities, NGOs, socio-economic players, etc.) and other French and international partners may be involved in consortia, but will not be eligible for funding under the Programme.
The call for projects will take place in 2 stages:
- First compulsory stage: submission of 4-page letters of intent. An ad hoc committee will pre-select those that will proceed to stage 2.
- Second stage The proposals shortlisted in stage 1 will be eligible for submit complete projects which will be evaluated by an international jury set up by the ANR.
