The MRSEI programme was set up to give scientists working in French laboratories the means to submit a research project as coordinator to European (Horizon Europe) or international collaborative calls, giving them the opportunity to develop ambitious interdisciplinary projects and boost their international profile.
Under this call for proposals, only proposals aimed at setting up a European or international scientific network, coordinated by a French team, are expected. These research networks set up under the MRSEI programme are required to apply for an ambitious European or international call for projects.

The selected proposals will receive funding of €36,000 (€31,718 in direct costs) for a period of 24 months. The funding received will be used exclusively to finance activities aimed at establishing or strengthening the scientific network (mission expenses, meeting costs, hospitality costs, etc.) and/or the provision of services and/or staff costs to assist the coordinator in setting up the European or international project.
The ANR has taken steps to ensure that decisions are taken and funding put in place very quickly:
- a simplified submission file;
- a single beneficiary of the aid on behalf of the entire consortium: the French research organisation;
- a selection process carried out by peers and NCPs in a single phase; ;
- a unilateral funding decision-making process.
