New provisions relating to the Coronavirus

This message is intended for all our university students and staff. Please take note of the latest directives concerning Covid-19 issued by the Ministry of Higher Education, Research and Innovation on 1 March 2020 (c/o the senior defence and security official MENJ-MESRI):

 

From stage 1 to stage 2 :

Until Friday 28 February, the aim of stage 1 was to curb the introduction of the virus into France. Since the decision to move to stage 2, taken following the identification of areas of virus circulation in France known as "clusters", the aim has been to slow the spread of the virus in France. As a result, measures specific to stage 1 have been suspended and new measures specific to this new stage have been decided.

 

Instructions for wearing a mask :

For our perimeter, the wearing of surgical masks (anti-projection) is reserved for people who are ill and for healthcare practitioners receiving patients.

 

Clustering instructions :

The "cluster" is an area where the virus is actively circulating.

University establishments located in a cluster may be subject to closure decisions taken by the departmental prefect on the recommendation of the ARS in conjunction with the crisis unit, on the basis of epidemiological data from daily health reports.

Students, teachers and research staff living in the clusters are subject to the general recommendations for people living in these areas. They are asked to avoid travelling outside the zone, and in particular to avoid joining gatherings outside the zone, unless necessary. They are therefore asked, as far as possible, not to travel to their higher education establishments located outside the zone.

The host institutions of these students will be contacted by the ESRI RD of the region of study (in liaison with the ESRI RD of the region of residence) to ask them to take account of these special circumstances, and to facilitate the submission of online courses via the usual platforms that constitute the students' digital working environment.

Therefore :

for students living in student residences: a message to this effect must be sent by the DG CROUS, in conjunction with the RD ESRI
for all students, including those not living in student halls of residence: host establishments are asked to send students a message inviting them to stay at home and informing them that e-learning tools will be made available to them.

 

Return travel instructions :

As the virus is already circulating in our country, there is no longer any reason not to welcome people returning from foreign countries where the virus is also circulating (except for the Chinese province of Hubei).

Students and staff of higher education establishments and research bodies returning from foreign countries where the virus is circulating (with the exception of the Hubei region):

can return to their establishments
are asked to slow down their social life and to monitor themselves (taking their temperature twice a day).

In places where people live (student residences), it is no longer necessary to segregate the people concerned (in a dedicated building or elsewhere).

 

Travel advice :

Missions abroad and personal travel outside the European Union or to high-risk areas in Europe should be postponed as far as possible, unless there is a proven need to do so.

 

Relaying instructions to the general public:

Given the Ministry's extensive territorial coverage, it is particularly important to relay the instructions issued to the general public to limit the spread of the virus:

Regular hand washing
Cough and sneeze into your elbow
Use single-use tissues
No more shaking hands 
Call 15 if symptoms
Staying at home if you're ill
Do not wear a mask if you are not ill
