AAP ANR : Science with and for society: Co-constructing public policy through scientific expertise - SAPS - CPPE 2026

This call concerns all scientific fields and all public policies linked to the major environmental and social transitions, at all territorial levels.

It targets situations in which public players are seeking to :

  • to better understand and raise awareness of an issue of social concern (poorly defined in the public arena, or emerging or insufficiently taken into account or outside the Administration's areas of interest); ;
  • renew the type of response provided by public policies (in cases where the ex-post evaluation has shown that the instruments or systems used up to now have not been sufficiently effective);
  • obtain new data or use data that already exists but has not been sufficiently exploited, in order to gain a better understanding of a specific area of intervention, where the administrative sector concerned does not have the in-house resources to develop the necessary surveys or analysis methods and tools.

This typology is given for information only and is not intended to be exhaustive.

This call for proposals is open to collaborative research projects involving a consortium of :

  • one or more laboratories from an establishment participating in the French public research service falling within the scope of the ANR's financial regulations and
  • one or more legal persons governed by public law (State, regional and hospital administrations). Each administration is called upon and intervenes exclusively in its own areas of competence.

Where appropriate, the consortium may also include one or more civil society organisations.

The funding requested from the ANR for a project under this SAPS-RA-CPPE call for proposals must be between €100 and €300k (including manager and laboratory pre-starts).
